In this case以後の後段のパラグラフで今回のコロナウイルス関連は手数料なしで利用したクレジットカードに返金してもらえると解説しているという理解で間違っていないでしょうか。

If you would like to change new flight, flight/date/time could change with fee THB1000/flight plus differencial fare if same fare is unavailable.
Reroute or destination change is permitted with fee THB3000/transaction plus fare differential in case same fare is not available. Name change is not permitted.
No show charge fee THB1000/flight will be applied to collect if you contact to change or cancel and amend new flight after your original flight departure time.
As this case, we will authorize to refund in full amount and will credit back to same credit card used within 30 working days due to the outbreak of Covid-19.
We will authorize to waive change fee plus no show charge fee plus reroute fee but fare difference and updated fuel surcharge and airport tax will be applied to collect.
