過去形ではなく 3月31日までに予約いただくと、すべてのフライトで変更手数料が無料になります。 未来形です。この制度が告知された日から今月末の発券に限る措置。なので、今から買えば、変更回数一回とは書かれていないので、何度も変更可能と解釈されます。既に購入済みは（この措置実施前）該当せず。
