You can either fly or take the bus to Georgia. Rail service will be established soon but is currently not available. One way to shorten the trip is to fly to city of Kars close to Georgian border and take the bus from there to Tblisi. Turkish Airlines flies to Kars for 130 USD roundrip. The bus from Kars to Tblisi should not be more than 40 USD. So one way from Istanbul to Tblisi should cost about 100 USD. The other alternative is to take the bus all the way from Istanbul to Tblisi.
